Level 3999 is an abandoned arcade with no entities. To exit Level 3999 you need to enter the correct code in the elevator, which is always 931. You can find the code on one of the tickets in the corner of the room at the end of the arcade, next to the elevator.

After you enter the code in the elevator, you will exit the level.
